Legality, morality and spirituality are three different dimensions. A priest might be performing his puja daily with complete devotion but if the temple is built on encroached land or operating with unfair means and the priest knows about it, then it is not in favour of Dharma. An event that is Spiritual, will be moral and legal by default, but the other way around may or not be true. The chapter lays out the fines and punishment in case of non-observation of conventions related to common area and objects like water works, roads etc.
